Description This vacancy is for a GS-0802-12, Engineering Technician located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-SFLC LRE SYSTEMS and EQUIPMENT SEC 1-ALAMEDA CA. Duty location will be determined upon selection.

You will serve as a/an Engineering Technician and be responsible for serving as the maintenance technical lead advising, overseeing, and managing planned and emergent maintenance on the propulsion systems employed on the 418-ft Maritime Security Cutter. Assists the NSC Propulsion Systems Support Integrator regarding lifecycle logistics, and operational and performance analysis

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Performing propulsion system inspections and troubleshooting.
  • Providing hands-on guidance and training for NSC crews and USCG Maintenance Augmentation Team personnel during scheduled and unscheduled maintenance actions.
  • Serving as a member of root cause failure analysis teams, investigating high value or recurring equipment failures to identify immediate, underlying, and root causes.
  • Providing maintenance recommendations based on the application of Reliability Centered Maintenance (RCM) principles and practices that strike the balance between reliability, availability, maintainability, and total ownership costs.
  • Generating engineering change recommendations to address the following: implement the OEM technical service bulletins; correct or update cutter/fleet configuration to lower maintenance costs and increase operational availability; and report identified obsolescence and supportability issues.
  • Developing, oversee, and validate maintenance and repair test plans.
  • Appling specialized technical knowledge of professional engineering and scientific concepts, methods, and procedures to analyze and define the requirements of multi-phase projects.

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

  • Knowledge of conducting diesel engine maintenance and repairs to include top-end and center section overhauls, component inspections, RCM tools (e.g. failure modes effects analysis, level of repair analysis, etc.)
  • Ability to use configuration changes to address lifecycle logistics, and field installation of technical service advisories.
  • Skills to direct and train diverse teams of USCG personnel ranging from junior enlisted to mid-level commissioned officers conducting NSC main diesel engine maintenance and troubleshooting.
  • Knowledge of contracts and preparation of statements of work for engineering and technical services.
