Description Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Training and Development, Human Capital Division located in the following locations:

In this position you will serve as a Management and Program Analyst (Workforce Management) to assist senior Management and Program Analyst and to resolve problems related to position management, staffing and placement, performance management, awards, and worker's
compensation. This position starts at a salary of $86,962.00 (GS-12, Step 1) to $113,047.00 (GS-10, Step 10).

Major duties include:
  • Developing and analyzing progress on a comprehensive recruitment plan for the program offices and academies under Office of Training Development's purview and provides analytical data reporting all supported offices to capture employment levels and recruitment trends.
  • Monitoring sensitive information systems to ensure compliance with performance management requirements.
  • Coordinating with the CBP Hiring Center to resolve processing, recruitment, reporting, and other staffing issues, interprets and clarifies regulatory requirements and management's intent.
  • Providing analytical insight into the table of organization for a variety of offices within OTD, monitoring to ensure positions are accurately recorded and that on board data is kept up to date.
  • Serving as a liaison with Labor and Employee Relations, EEO, and Office of Chief Counsel for cases that have personnel implications by researching, collecting, and analyzing data to assist with the agency's response to complaints, grievances, arbitrations, and reasonable accommodation.
Specialized Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Administering, managing and maintaining multiple human capital programs.
  • Assisting with the formulation, evaluation, and implementation of human capital initiatives.
  • Assisting with writing new and modifying existing policies and procedures as it applies to workforce management.
  • Assisting with writing or updating Position Descriptions.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/06/2024.

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
