Description This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN 7), Ralph H. Johnson VA Medical Center, Health Administration Service, Charleston, SC. Ralph H. Johnson VA Medical Center (PVAMC) is a 97-bed tertiary care facility with a 20 resident Community Living Center (CLC) and six Community Based Outpatient Clinics (CBOC). RHJ VAMC is affiliated with the Medical University of South Carolina (MUSC).The incumbent will work with local public transit and planning agencies to develop transportation solutions as part of the VHA Beneficiary Travel and Veterans Transportation Services programs. A mobility manager's focus is on the movement of people rather than vehicles and on the entire trip, not just one mode or another. The incumbent reports directly to the Assistant Chief, Health Administration Service (HAS). Staffing within the Veteran Transportation Service includes Transportation Assistants and Motor Vehicle Operators. The incumbent supervises all staff assigned to the Veteran Transportation Service and Beneficiary Travel programs.

Duties include but may not be limited to the following:
  • Manage the Beneficiary Travel/Veteran Transportation Program (VTP) and services provided at the VAMC by planning, developing, evaluating, marketing, and directing administrative activities in multiple programs related to the transportation systems for metropolitan as well as rural/remote beneficiaries eligible for travel.
  • Develop, analyze, evaluate, advise on, or improve the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management.
  • Assure efficiency and customer satisfaction, including scheduling of activities, daily monitoring of the operations of the programs, measuring outcome of services provided by reviewing and analyzing data, routinely reviewing beneficiary travel reports generated by the Corporate Data Warehouse (CDW)/ Behavior Audit system, making recommendations for improved transportation efficiencies and effectiveness, reviewing patient satisfaction surveys, performance measures and operational costs.
  • Perform and coordinate personnel actions, maintain personnel-related records such as performance ratings, position descriptions, awards, and proficiencies for Veterans Transportation Program staff.
  • Manage the VAMC transportation budget, analyze organizational budgets, and provide information and recommendations to Chief, HAS, Associate Director, Chief Financial Officer, and CBO VTS Program Staff, as appropriate, including critical budget areas and all Beneficiary Transportation program matters.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.

Examples of specialized experiences include:
  • Coordinating with local contract transportation providers surrounding the medical center to improve overall mobility for Veterans;
  • Working with local public transit and planning agencies to develop transportation solutions as part of the VHA Beneficiary Travel and Veterans Transportation Services programs; AND
  • Managing the Beneficiary Travel/Veteran Transportation Program (VTP) and services provided at the VAMC.

Education Substitution: Applicants may substitute education for the required experience. To qualify based on education in lieu of specialized experience, you must possess 3 years of progressively higher level education leading to a Ph.D or equivalent doctorate degree. NOTE: Your must submit a copy of your transcripts.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.
