Description This vacancy is for a GS - 1801 - 11, Mariner Training Auditor Compliance Specialist located in the Department of Homeland Security, U.S. Coast Guard, NATIONAL MARITIME CENTER.

You will serve as a/an Mariner Training Auditor Compliance Specialist and be responsible for conducting field level Course Oversight Auditor activities (COA). Inspecting mariner training facilities and processes - including alternate sites, auditing courses, curricula, instructor performance and mariner training completion certificates to ensure mariner training (MTP) compliance.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Reviewing mariner training provider course approval terms and conditions and uses as the basis for audit activities and post-audit review.

  • Traveling to training provider's primary site location, alternate site location or assigned location to conduct audit activities and other missions as assigned. Remains eligible and in compliance with Coast Guard standards to travel by all conveyances, maintains a valid driver's license to operate a government owned or procured motor vehicle, to any location assigned.

  • Leading assigned audits of Coast Guard approved training providers to ensure that the approved courses administered are conducive to education and remain in compliance with regulations and approval terms. Executing audits in strict accordance with approved auditing procedures and standards.

  • Preparing audit reports according to Techniques, Tactics, and Procedures (TTP) and Mission Management System (MMS) documentation and publishes within prescribed timeframe.

  • Monitoring MTP progress towards resolution of outstanding non-conformities within prescribed timelines, evaluates proposed corrective actions and provides replies on acceptance.

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

  • Regulatory experience in interpreting and applying laws, regulations and policy during audits, or inspection activities, or compliance activities.
  • Ability to prepare professional audit reports, or inspection reports or investigation reports for dissemination to the public, or audit target, or inter agency/organization.
  • Experience and ability interacting with the public face to face and through electronic and/or written communications.
  • Experience in conducting at least one of the following: ISO related audits, marine inspections, educational institution audits or inspections, instructing practical assessments, or investigating casualties or product and/or system failures.
  • Proficiency with word processing software, email, and electronic databases for recording results or obtaining information or analyzing information.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

OR,

3 full years of progressively higher-level graduate education OR possess a Ph.D. or equivalent doctoral degree, or LL.M., if related.

OR,

A combination of successfully completed graduate-level education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

Student Loan

Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
