Serving as a Program Analyst GS-0343-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Training Resources Scheduling Branch (TRSB), Training Resources Coordination Division (TRC), Training Management Operations Directorate (TMO) under the Office of the Associate Director for Training Ops (TOPS), located in Charleston, South Carolina.

The primary purpose of this position is to serve as a Program Analyst responsible for participating in the planning, development, modification, and coordination of training programs throughout the FLETC providing authoritative guidance in the development and coordination of all center basic, integrated basic, agency-specific basic, center advanced and agency advanced training programs conducted by the FLETC at all the FLETC training delivery points.

Typical duties include:
  • Conducting studies to analyze the training needs of the Partner Organizations, requirements of the training programs, and the processes, methodologies and technologies required for training delivery, develop, and implement long-range and short-term training plans.
  • Identifying and resolving complex problems and issues related to the scheduling and allocation of resources.
  • Recommending improvements to optimize processes and maximize efficiency along with advising key stakeholders in the development of training programs.
  • Providing guidance for the administration of the programs, which includes curriculum development, evaluation, instructional methods and techniques, requirements for facilities, student testing and evaluation and remedial training.

Specialized Experience:
You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as:
1) Serving as a technical expert for projects associated with analysis of training plans; 2) Applying analytical and evaluative methods to issues or studies concerning training programs and resource allocation; 3) Evaluating data from trend analysis in order to present findings to management.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases.
