Vacancies will be filled in the following specialty areas:
Human Capital Office, HR Operations, Talent Acquisition, Position Management and Classification.

The following are the duties of this position at the full working level.
  • Provides expert technical advice and authoritative position management and classification information to top
    management and program directors throughout the Service on a variety of highly complex, controversial and
    sensitive PM/C problems and issues. Ensures program goals are in compliance with OPM, IRS and other
    governing legislation or agencies.
  • Plans and carries out the position classification and position management program for the assigned area(s)
    which often involves Servicewide issues and practices. Plans and develops action plans, gathers data and
    prepares position papers tailored to the organizations serviced. Provides position classification and
    position management advice and assistance to management in assigned areas.
  • Develops innovative or unique methods and approaches as indicated by the nature of the normally mission
    oriented issue encountered.
  • Plans, organizes, and conducts major evaluations of IRS PM/C programs, and studies. Researches,
    identifies, and develops criteria and procedures to conduct program evaluations and to measure program
    accomplishments. May provide technical oversight, direction, and guidance to lower graded team
    members. Also provides technical training to specialists and managers in serviced organizations.
  • When needed, assists in preparing responses and depositions for OPM classification appeals or third-party
    complaints. In this capacity, conducts research and advises management and counsel.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-12 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience is experience demonstrating: Thorough knowledge of position classification law, theories, principles, and practices with an understanding of the full range interrelationships of human resources management programs; advising management and providing integrated solutions to position classification problems/issues; utilizing position classification and position management principles, concepts, practices, and techniques to develop position descriptions. Knowledge of communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are sensitive and occasionally controversial in nature and to maintain harmonious relationships with all parties. Skills in consulting and facilitation techniques and methods.

SPECIALIZED EXPERIENCE: GS-13 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience is experience demonstrating: Experience developing position descriptions and classifying a wide variety of positions utilizing comprehensive knowledge of position classification, position management, and personnel analysis theories, methods, practices, laws, policies, and precedents. Thorough knowledge of the full range of interrelationships of human resources management programs to advise management and provide integrated solutions to position classification problems/issues. Experience planning and developing projects and special studies and proposing recommendations on directions or alternatives to improve the effectiveness and efficiency of the organization or function. Experience utilizing communicative techniques to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature and to maintain harmonious relationships with all parties. Expert skills in consulting and facilitation techniques and methods.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
