We are seeking a dynamic Director of Human Resources to lead our HR department. The ideal candidate will oversee all aspects of HR functions, including strategic planning, program management, and legal compliance. The Director of Human Resources will play a crucial role in shaping and implementing HR strategies to support the agency’s overall objectives.
The Housing Authority of the City of Charleston provides housing for low-income families. To achieve our mission, we have 105 employees working in areas of property management, facilities maintenance, and support services.
The Director is responsible for managing the Housing Authority's HR function which involves employee relations, counsel to management in personnel issues, compensation administration, recruitment, new employee orientation, employee benefits administration, personnel law compliance and implementation, education of staff on personnel law, and other related HR issues. The Director must be capable of protecting the interest of the employees and the Housing Authority in accordance with the agency’s guidelines, government laws, and regulations. The Director reports to the President & CEO and has the support of a part-time HR Assistant.
This position requires a Bachelor’s Degree in Human Resources, Personnel Management, Business Administration or related field. Applicants must have a minimum of five years’ experience in supervising the Human Resource function; thorough knowledge of benefits administration (preferably with the South Carolina Public Employer Benefit Administration), federal and state employment law, equal employment opportunity law, workers’ compensation administration, the American with Disabilities Act, the Fair Labor Standards Act, HIPAA regulations, etc.; or an equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities. SHRM-SCP/SPHR is preferred. Must possess a valid South Carolina Driver’s License. This position requires a background check and drug test at our expense.
