This vacancy is for a GS - 1801 - 13, Marine Inspector (Senior Verifying Officer) located in the Department of Homeland Security, U.S. Coast Guard, SECTOR CHARLESTON INSPECTIONS DIVISION.You will serve as an Marine Inspector (Senior Verifying Officer) and be responsible for the implementation of the unit's Marine Inspector qualification program and serves as a subject matter expert providing technical expertise and training leadership in the compliance duties of marine safety, vessel inspection, pollution prevention and vessel manning laws, regulations, treaties, and international conventions.

- Conducting technical reviews of vessel's plans, safety management systems, operating systems, vessel and crew documentation and certificates to determine compliance with regulations and applicable standards.
- Instructing on, conducting all inspections required concerning vessel navigation, intra-vessel communications, and alarm, lifesaving, firefighting, and pollution prevention systems.
- Serving as the inspection team leader or specialty team leader (e.g. machinery, hull), in instances of extremely complex or large domestic vessel inspection projects. ? Serving as unit's expert to develop in-house training, on the job training and qualification processes, as well as co-chair of unit's marine inspection qualification board.
- Working with Marine Inspector Training Officer (MITO) to make qualification recommendations to unit's Marine Inspector/Port State Control Officer (MI/PSCO) certification authority after verifications of completion of relevant Personnel Qualification Standards (PQS), industry orientation/indoctrination and other mandatory prerequisite training.

Relocation Incentive
Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 10% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment.
Student Loan
Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:
- Providing technical expertise and training to new inspectors, providing input to program planning, and assisting on special more complex projects (ex.- inspections of foreign flagged vessels under the Port State Control program).
- Developing strategies to train staff through both written and oral examinations.
- Conducting and/or serving as a lead inspector on marine inspections for a variety of vessels (i.e., passenger, commercial, freight, towing vessels determining compliance with US and International laws).
- Preparing, drafting and delivering briefings, technical analyses and Marine Inspector qualification presentations.
- Providing recommendations to supervisors, sector commanders and district level command staffs pertaining to ongoing inspections and examinations
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NOTE: Education can not be substituted for experience at this grade level.
