This position is located with the Deputy/Chief of Staff Office with Ralph H. Johnson Health Care System (RHJHCS).The incumbent assists the Deputy/Chief of Staff in preparation of a variety of daily, weekly monthly, and annual reports. As a Health System Specialist to the Deputy/Chief of Staff, incumbent is an active participant in the management of the Ralph H. Johnson Health Care System (RHJHCS).

This position translates policies, theories, and strategies into action in collaboration with the Deputy/Chief of staff, Pentad, Managers, and Staff within the organization to facilitate change and adaption. Duties include, but may not be limited to the following:
  • Incumbent responsible for planning and making decisions related to resource allocation to include FTE ceiling, salary budget, supply budget, equipment budget, space utilization, maintenance contracts. overtime usage etc.
  • Analyzing and Measuring the resource needs and making recommendations based on staffing needs; approval of individual expenditures for all non-recurring items, approving and preparing all request for funding.
  • Incumbent serves as the management official for Deputy/ Chief of Staff on many councils and committees within the formal governance structure.
  • Incumbent makes clear and convincing oral presentations, listens effectively, and clarifies information as needed to advocate the Deputy/Chief in governance meetings.
  • Incumbent must fully understand the mission, organization and programs of the Department of Veterans Affairs Health Care Delivery System.
  • Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations within the medical center in meeting established goals and objectives.
  • Prepares reports and briefings on results of studies and is responsible for the collections, interpretation, and analysis of quantitative and qualitative data relevant to programs being evaluated.
  • Performs work related to reviewing and monitoring the impact of programs, plans, procedures, and methodologies; and /or analyzing quality initiatives and processes.
  • Assignments require skill in conducting interviews with supervisors and employee to obtain information about organizational missions, functions and work procedures to issues or studies concerning the efficient and effectiveness of program operations carried out by administrative or professional personnel.
  • Performs in depth, rigorous analysis of budget request by employing techniques such as cost-benefit analysis, program tradeoffs, return of investments, and explorations of alternative methods of funding to ensure that program objectives are met.
  • Perform other related duties and responsibilities as necessary.

Physical Requirements: The work is primarily sedentary; although, some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.Health System Administration Series, 0671, Individual Occupational Requirements (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

To qualify for the GS 0671 occupational series, applicants MUST possess one of the following:
  • Undergraduate and Graduation Education: Major study -- Hospital Administration, Public Health Administration, or related fields such as Business or Public Administration with course work in Health Care Administration. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. ~OR~
  • Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
    • Missions, organizations, programs, and requirements of health care delivery systems;
    • Regulations and standards of various regulatory and credentialing groups; and
    • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. ~OR~
  • Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
    • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
    • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
    • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

In addition to meeting the IOR, you may qualify based on Time-In-Grade and your specialized experience as described below: You may qualify based on your experience as described below:

GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. There is no educational substitution for the GS-12 level.
