Description You will serve as a FINANCIAL TECHNICIAN in the Department of Navy, Naval Medical Command.

This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

For the GS-0503-05, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
  • Providing account maintenance and financial support by examining, verifying, maintaining and reconciling accounts; accounting data, and reports.
Or Successful completion of 4 years (120 semester hours) above high school in any field for which high school graduation or the equivalent is the normal prerequisite. This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. Possession of the requirements must be verifiable via SUBMITTING A COPY of the complete transcripts, degree, or diploma with your application.

For the GS-0503-06, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
  • Computing pay requests through independent research of technical manuals; AND
  • Processing recurring, official pay adjustment documents; Or Using automated payroll systems and actions required to input, correct and obtain information..
For the GS-0503-07, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
  • Performing quality reviews of Federal pay request actions;
  • Researching and troubleshooting unusual or one-of-a kind Federal pay adjustments;
  • Using various Federal pay systems;
  • Auditing and reconciling various advanced payroll reports; Or
  • Providing senior-level technical advice to Federal employees regarding payroll, time and leave matters.
For the GS-0503-08, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
  • Performing accounting, budget, or other financial assignments;
  • Monitoring account operations to provide information/guidance to employees, management, and customers at all levels;
  • Utilizing financial automated systems, (e.g. Command Financial Management System (CFMS), Standardized Accounting & Reporting System - Field Level (STARS-FL), and Standard Accounting, Budgeting and Reporting System (SABRS)), to maintain complete and accurate financial records; Or
  • Interpreting financial guidelines and procedures to assist in the resolution of funding problems.
For the GS-0503-09, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
  • Utilizing technical management methods to carry out accounting, budget, or other financial assignments;
  • Developing training plans to lead a team of employee's to accomplish work;
  • Monitoring account operations to identify discrepancies and apply corrective actions; Or
  • Reconciling reimbursable accounts in financial automated systems, (e.g. Command Financial Management System (CFMS), Standardized Accounting & Reporting System - Field Level (STARS-FL), and Standard Accounting, Budgeting and Reporting System (SABRS)), to maintain complete and accurate financial records.
