The following are the duties of this position at the full working level.
  • Independently designs and creates comprehensive service and division-wide studies surveys / questionnaires that employ state-of-the-art approaches which define problems, identify relationships, evaluate and determine quality, assess impacts, and arrive at conclusions in the human resources retention program.
  • Develops and promotes innovative, creative and effective methods and approaches in areas where traditional methods have been ineffective or not applicable regarding employee morale and turnover.
  • Schedules participants and facilitates focus groups to obtain a broader understanding of why a group thinks
    or behaves in a particular way to examine cultural values or other complex issues.
  • Researches and develops analysis to enhance existing or create new IRS enterprise approaches to retention
    programs and human capital management activities. Conducts special analyses and develops recommended
    plans to IRS programs and develops research regarding IRS retention policy formulation
  • Communicates the Service's mission, vision and values to participants and ensures integration into overall
    retention goals, objectives and strategies.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-14: To be minimally qualified for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Sufficient knowledge of the operational structures of a large organization (i.e., IRS business units/divisions) in order to provide short-term and long-term recommendations for employee engagement and retention enhancements. Demonstrated accomplishment of qualitative and quantitative evaluative and analytical methods and techniques to accomplish projects broad in scope; utilizing data analysis to advise management on decisions affecting policies, employment, and compliance issues driving business results for operations support. To be qualifying, your experience should also include comprehensive knowledge of a wide range of concepts, practices, regulations, policies, and precedents associated with engagement and retention programs and knowledge of automated employee surveys (i.e., Federal Employee Viewpoint Survey, pulse surveys or other automated survey tools) for completion of in-depth data analysis. Experience working and presenting with internal and external stakeholders representing the IRS interests, facilitating and mediating in-person and virtual focus groups/meetings/sessions, communication skills sufficient to effectively communicate both orally and in writing to persuade leadership to accept and implement recommendations, and an advanced level of experienced in working with various automated systems and software programs such as SharePoint Online (Microsoft 365).

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
