Description
VISN 7 Public Affairs, Ralph H. Johnson VA Health Care System, and other entities of the Department of Veterans Affairs. This position serves as the principle visual information expert for the Medical Media section of the Office of Stakeholder Relations. Performing graphic design & visual communication planning & development, illustration & animation, reproduction planning and management.
Major duties include, but not limited to:
Assume full responsibility for visual materials production on assigned projects.
Meet with requesters, content specialists, and/or program officials to produce or coordinate the work involved in communicating information through graphic or visual means for publications or materials to be printed, exhibits, and presentations.
Selects or originates visual materials.
Designs and works out the plan of their treatment for effective use with an understanding of presenter objectives and/or target audience levels.
Determines the media, format, ideas/theme, size and appearance of typography, color, photographs, posters, graphs, diagrams and/or illustrations to be used for visualization of text/script/procedures.
Coordinates production of new designs/illustrations with others (illustrator/photographer) to meet requirements of treatment plan to summarize important aspects of information to be communicated to provide for an overall unified publication or presentation.
Determines points of emphasis and resources to be used to meet intended objectives.
Recommends changes and/or refinements to visual materials to be produced for best outcomes.
Responsible for initiating actions/steps necessary to prepare and/or submit detailed specifications for visual materials to Government Printing Office (GPO) contracted printers.
Responsible for operating and maintaining specialized computer graphics systems.
Performs other duties as assigned.

Physical Requirements:
You may be required to lift 10-50 pounds of equipment in performance of the job requirements. Assistance may be requested to alleviate injury. You will perform a variety of physical movements such as stretching, and bending for site preparation, set up, videotaping, and directing crew and actors. You will sit while using the computer; long periods of computer use may produce eyestrain. Standard relief with work breaks, change in positioning, and stress release exercises are encouraged.To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/27/2026.
Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning the preparation and use of photographs, illustrations, drawings, and other artwork, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means.

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have
Undergraduate and Graduate Education:
Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.
