The primary purpose of this position is to manage the Freedom of Information Act (FOIA) and Privacy Act (PA) program for the (installation/ organization/wing).

In order to qualify, you must meet the General and Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.
GS-05: Three years of general experience, one year for which was equivalent to at least the GS-04 grade level in the Federal service which demonstrates the knowledge of the basic principles, concepts, and methodology used in Government Information Specialist. (NOTE: YOUR RESUME MUST SUPPORT THIS STATEMENT), Or, 4-year course of study leading to a bachelor's degree. (NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPT), OR a combination of experience and education.
GS-07: One year of specialized experience, equivalent to at least the GS-05 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. My experience included work that involved knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the Freedom of Information Act (FOIA) and Privacy Act (PA) OR One full year of graduate level education or superior academic achievement, OR a combination of experience and education.
GS-09: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. My experience included work that involved knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the, Freedom of Information Act (FOIA) and Privacy Act (PA). Knowledge of the FOIA and PA legal exemptions process, procedures, and guidelines for federal agencies OR successfully completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related OR a combination of experience and education.
GS-11: One year of specialized experience, equivalent to at least the GS-09 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. My experience include full range of the Freedom of Information Act (FOIA) Program OR successfully completion of a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree OR a combination of experience and education.
GS-12: One year of specialized experience, equivalent to at least the GS-11 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. My experience includes full range of the Freedom of Information Act (FOIA) Program. Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the, Freedom of Information Act (FOIA) and Privacy Act (PA).
GS-13: One year of specialized experience, equivalent to at least the GS-12 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. My experience includes full range of the Freedom of Information Act (FOIA) Program. Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the, Freedom of Information Act (FOIA) and Privacy Act (PA). Knowledge of the FOIA and PA legal exemptions process, procedures, and guidelines for Federal agencies.
GS-14: One year of specialized experience, equivalent to at least the GS-13 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. My experience includes full range of the Freedom of Information Act (FOIA) Program. Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the, Freedom of Information Act (FOIA) and Privacy Act (PA). Knowledge of the FOIA and PA legal exemptions process, procedures, and guidelines for Federal agencies. Knowledge of automated programs sufficient to enter and retrieve data, construct and maintain statistical and data e-files.
GS-15: One year of specialized experience, equivalent to at least the GS-14 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. My experience includes full range of the Freedom of Information Act (FOIA) Program. Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the, Freedom of Information Act (FOIA) and Privacy Act (PA). Knowledge of the FOIA and PA legal exemptions process, procedures, and guidelines for Federal agencies. Skill in providing technical advice in terms of oral and written briefings, reports. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the, Freedom of Information Act (FOIA) and Privacy Act (PA).
2. Knowledge of the FOIA and PA legal exemptions process, procedures, and guidelines for federal agencies.
3. Knowledge of automated programs sufficient to enter and retrieve data, construct and maintain statistical and data e-files. 4. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and unit technicians.
5. Ability to gather, analyze, and evaluate information, in order to draw conclusions and make recommendations.
6. Ability to develop and deliver training in installation standard operating procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
