Vacancies will be filled in the following specialty areas:
Whistleblower Office Strategic Planning and Program Administration

The following are the duties of this position at the full working level.
  • Confers with all levels of Whistleblower Office headquarters and field management and participates in the planning process for the purpose of formulating and preparing operating plans. This includes review and consideration of current as well as future program objectives, major management objectives, program goals and priorities and current, as well as anticipated, workload and resource requirements.
  • Participates in intensive review of revised program operations and new program projections to formulate recommendations and courses of action and modifies planning assumptions and planning documents.
  • Independently or as the leader of an ad hoc group, undertakes special studies, investigates, and analyzes special technical, operations and functional problems which exist or may arise in one or more offices. As a senior analyst, typically coordinates individual project assignments between team members, provides program and administrative guidance and assistance, and reviews completed work for overall adequacy.
  • Formulates polices and strategies related to the Whistleblower Program that ensure collaboration with other business units.
  • Conducts special assignments on complex issues in which the scope frequently alters as the work progresses. Collects, analyzes, and consolidates data and reports prepared by others to determine impact on resources, effectiveness and compliance with established goals and objectives. Prepares required narratives and statistical reports and recommends necessary corrective measures.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-14:
To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position includes:

  • Experience leading major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude;
  • Experience with a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study;
  • Experience with management principles and processes to perform project management duties to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service;
  • Experience with orally and written communication.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
