Managerial assignments covered by this program are in the 0080 series. Assignments will be made at the IR-06 levels.

WHAT IS THE FMSS FUTURE LEADERS IN TRAINING FOR EXCELLENCE PROGRAM?

The FMSS Future Leaders in Training for Excellence (FLITE) Program Identifies candidates who have an interest in becoming future IRS Leaders. Candidates will apply for selection into the program and will participate in online and developmental activities while remaining in their current positions. Upon completion of the FLITE program, graduates will be better prepared to enter management positions. In addition to greater leadership proficiency, participants will acquire skills that enhance performance in their current position and increase their value as a resource for FMSS.

  • This is a 24-month program.
  • There is no guarantee that the FLITE participant will be selected for a manager position.
  • This program will allow FLITE participants to decide if management is a course they want to pursue. It also allows management to evaluate FLITE participant skills and their potential to be a manager.
  • FLITE participants are expected to accept acting assignments, as this is a core developmental assignment for the FLITE program.
  • Although detail and shadow assignments are encouraged, these assignments cannot be guaranteed.
  • FMSS will select candidates into the FLITE Program. To qualify for the program, candidates must meet the following minimum requirements.
  • All individuals must be rated at least fully successful on all job elements on their current evaluation.
  • All individuals permanent position of record must be within the FMSS organization.

While on acting assignments as a Front Line Manager you may:

  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
  • Give advice, counsel or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
  • Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes and/or to increase the quality of the work directed.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. TRAINING FOR EXCELLENCE PROGRAM REQUIREMENTS:
To be minimally eligible/qualified for this program you must meet the following requirements:

  • Current annual performance appraisal must be fully successful or higher
  • Permanent position of record must be within the FMSS organization


FRONT LINE MANAGER REQUIREMENTS:
To be qualified for a temporary developmental assignment to a Front Line manager position, you must have at least one year of specialized experience in your current position and/or position previously held on a temporary or permanent basis which must be equivalent to the next lower level payband in the normal line of progression for a frontline manager position. To qualify for the program, your experience should be sufficient to demonstrate:

  • Experience with management techniques, methods, theories, principles and labor relations concepts, to assure optimum utilization of personnel, equipment and space for the accomplishment of all program objectives with combined technical and administrative oversight
  • Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;
  • Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources);
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.
AND
TIME AFTER COMPETITIVE APPOINTMENT:
By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
