Description You will serve as a Practical Nurse in a medical division of the DEPARTMENT OF THE NAVY.

This announcement uses the Certain Personnel of the Department of Defense direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

This public notice announcement is for a standing register for anticipated vacancies, and may be used to fill similar vacancies. Notices of Results may or may not be sent to applicants who apply.Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must be currently licensed to practice as practical or vocational nurses in a State or territory of the United States or the District of Columbia or must have applied for a license to practice. Applications of candidates possessing a license must be accompanied by a certified or photostatic copy of the license, a notarized statement attesting to the fact, or a citation of the license number and State issuing it. Non-licensed candidates who have completed their training may be appointed subject to obtaining the required license during the probationary period. Those not licensed must furnish the date on which they applied for a license and the jurisdiction involved. No person appointed pending licensure may be retained beyond the probationary period if licensure has not been attained.

In addition to the Basic Requirements for this position, you must also meet the following requirements:

For GS-07, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-06) or pay band in the federal service or equivalent experience in the private or public sector in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures, performing such duties as:
  • Assisting surgeons and registered nurses in operating room activities including passing instruments, maintaining sterile conditions, and draping and positioning patients;
  • Setting up and operating special medical equipment and apparatus;
  • Providing pre- and post-operative patient care; and
  • Observing, recording, and reporting changes in patients and responding with reassurance and encouragement as appropriate.
For GS-06, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures, performing such duties as:
  • Performing routine procedures such as electrocardiograms (EKGs), pulmonary function tests, wound care, audiograms, and vision screenings;
  • Measuring patient vital signs;
  • Administering immunizations or medications via various routes; and
  • Screening or updating patient medical records.
For GS-05, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures, performing such duties as:
  • Measuring patient vital signs;
  • Administering immunizations or medications via various routes; and
  • Screening or updating patient medical records.
